chore(deps): upgrade @oclif/core and plugins to Node 22-based majors - #2193

Bump @oclif/core to v5, @oclif/test to v5 and the oclif plugins to their current majors (plugin-help 7, plugin-autocomplete 4, plugin-update 5, plugin-warn-if-update-available 4). The only breaking change in all of these is a minimum Node version of 22. Accordingly, raise the engines constraint to >=22.0.0, bundle Node 22 in the packaged tarballs and installers, and drop Node 20 from the npm-resolvable CI matrix. According to the upstream changelogs, the only breaking change in each of these major releases is the bump of the Node engine to >=22; there are no API changes. Node 20 reached its end of life in April 2026, so this is not treated as a breaking change for the CLI.
