Add the Microchip CEC1702 HAL sources from CEC1702 SDK.
Moving the CEC HAL from zephyrproject-rtos/zephyr#16669 to here. Also, I am going to rebase the code to brand CEC as a MEC family SoC. Microchip does this also and speaks in general of CEC/MEC family devices. MIC is the more generic variant - CEC being "Cryptographic Embedded Controller" and is basically MEC + Cypto accelerator.
