Align the JDBC SLO workload with the YDB SLO action contract so it runs as a
standalone OTLP-emitting workload instead of a JUnit/PushGateway test. CI lives
in the ydb-jdbc-driver repository, like the SDK workload CI lives in
ydb-java-sdk.

The submodule requires release=17, which broke the root reactor on
the CI matrix's JDK 8 and 11 builds with "invalid flag: --release".
Matches the existing jdk17-examples pattern in jdbc/pom.xml.

Move the native query workload under slo-workload, add a shared core harness, and add JDBC and Spring-based workloads so all of them emit one consistent SLO metrics contract.

Rebased onto master after #58 to drop the duplicated JDBC workload commits.
