Support remote project rules

Description

• Add remote project-rule discovery and hydration from remote repository metadata plus daemon-backed file reads.
• Carry project rules through host-aware LocalOrRemotePath lookups so agent context, rules UI, and open-file flows work for remote sessions without cross-host collisions.
• This PR is stacked on Support remote project skills #11459 and intentionally keeps bundled remote skills out of scope for a later follow-up.

• I have manually tested my changes locally with ./script/run
