Editorial fixes and consistency pass

Same as WICG/webcrypto-modern-algos#56

• Use "contains an entry which is not" consistently (was mixed with "contains any entry" and "contains a value")
• Use {{KeyType/"public"}} cross-references instead of "`public`" for [[type]] slot comparisons and assignments, matching the existing pattern for "private" and "secret"
• Lowercase "get key length" in algorithm summary tables for consistency
• Add missing periods at end of return algorithm steps
• Add Oxford comma in recognized key type values list
