The tool evaluates color palettes/combinations. This corresponds more to the ‘Component’ scope than the ‘Entire website / software / product’ scope.

Vendor says that he chose "Entire product" because colors are typically used across multiple web pages and products. Also that color is not a component like a button but an element which applies to all aspects of a website / product. So, his opinion is that the tool can be said to apply to all of the options under Scope.
