feat(eve): schedules - support empty delivery

Summary

• add a turn-scoped allowEmptyDelivery option to channel sends and cross-channel receives
• reuse final_output with an internal { message: string | null } delivery envelope for opted-in turns
• buffer opted-in output, emitting either a normal message.completed or a silent delivery.skipped

Why

Frequent scheduled investigations often have nothing to report. They should complete successfully without posting noise to the destination channel, while still leaving a durable event for observability.

The delivery envelope is internal: non-empty messages retain normal channel semantics, empty or null messages skip delivery, and callers do not receive a synthetic result.completed. Existing behavior remains unchanged unless allowEmptyDelivery is enabled.
