Implemented signal capture to gracefully handle interruptions and prevent abrupt termination of the program. Added logic to listen for termination signals and perform necessary cleanup operations before exiting.

取消了在请求失败并且没有响应的情况下恢复请求可用余量，因为即便读取响应失败仍不能说明请求未发送到服务器，这会导致实际可用量少于本地维护的可用量，并触发速率限制
