This also fixes a use after free in isxfile() on Windows: the path was
freed before being passed to CompareStringOrdinal().

Detect curses functions with a link check instead of a compile check,
since the header can declare a function that the library lacks, for
example term_attrs() in the narrow ncurses library.

Fix test_curses on the narrow build.

They are moved to Argument Clinic, so that pwd.getpwuid() and
grp.getgrgid() can declare the type of their parameter instead of
converting it in the "impl" function.

pwd.getpwuid() now raises OverflowError instead of KeyError for a user id
out of the range of uid_t, as grp.getgrgid() already did.
