Adding the code of conduct here will mean that it will appear on GitHub as the code of conduct for all repositories in the organisation (unless they have their own code of conduct file).
That means we can set a default code of conduct for all repositories and make sure changes are made across all repositories. This does mean that the code of conduct file is not distributed in each repository however.
