ci: D2 from its release, not Docker Hub - #31

diagrams:check pulled terrastruct/d2 from Docker Hub, which GitHub's runners could not get a token from on 2026-10-09 - every lint failed with it, five runs in a row. D2 is now a pinned release binary like tofu and tflint (tools:d2, checked against the release's SHA256SUMS), at the version spin-stack/ami pins, v0.9.0.
