Builds using --enable-shared

• Build Ruby with --enable-shared to get libruby too
  • Some use cases require libruby, such as ruby/setup-ruby#43
• Do not include Bundler in the archive
  • That way we can update Bundler without needing to recompile Ruby releases.
  • Installing Bundler is about just 1 second on MRI.
