The Bedrock and Vertex credential notifications offered a "Refresh Models" action, which read as if it updated or reset the models themselves. The action clears the model cache and asks each provider for its current list, so name the list. Updates the action label and the "then click ..." instructions in the error messages to match the Posit Assistant model menu.

This PR renames the "Refresh Models" action on the AWS Bedrock and Google Vertex credential notifications to "Reload model list", and updates the instructions in those messages to match, so that they use the same name as Posit Assistant's model menu. For example, the expired-SSO message now ends "...to refresh your session, then click Reload model list."
"Refresh Models" read as if it updated or reset the models themselves; the action actually clears the cached model list and asks each provider for its current models, so the new name describes the list.
Only the displayed text changes. The action's identifier is unchanged, so hosts that show the label from the notification pick up the new text without code changes.
