…ng exam Operator ruling. The exam's purpose was examining the CONSUMER boundary under deltic (C3), and both halves of that purpose concluded: - the exam upstreamed as polymorph-iroh's host-deltic/ + just exam-deltic (their #36, merged) — the consumer now tests its surface under deltic against its own moving tree, which the in-repo copy cannot (it rebuilt a staling snapshot of their guest from our gates, and broke exactly that way this week: their WIT surface moved, the prebuilt went stale, and the --locked rebuild died — an environmental failure mode inherent to examining someone else's code from our repo); - every runtime defect the exam caught is pinned in deltic's own suites (R-1/R-2 fail-on-pre-fix pins, entry_deferral_test, the jspi suite), so what remained here was re-testing deltic itself. Removed: exams/iroh-endpoint (history: git log -- exams/iroh-endpoint; IROH-1's discovery record stays in upstream-consumer-findings.md), the iroh-exam recipe and its gates entry, the AGENTS.md gate line; README layout row and docs/consumers.md updated (milestones.md C3 stays as the historical record). Precedent: exams/wasmtime-exclusivity, archived the same way at 4f3351f.

Operator ruling: with polymorph-iroh#36 merged, the consumer tests its surface under deltic in its own repo against its own moving tree — the in-repo exam was re-testing deltic against a staling guest snapshot, and failed exactly that way this week (their WIT moved → stale prebuilt →
cargo --lockedrebuild failure, all upstream of any deltic code). Every runtime defect it caught is pinned in deltic's own suites.Removes the exam, its recipe + gates entry, and the AGENTS gate line; consumers.md row now records the retirement (milestones.md stays historical).
