Records the operator ruling from #14 — jco retained in polymorph-webcrypto only, removals operator-scheduled — plus the per-repo cutover table (tls removed and kept; iroh parked as draft; websocket/webrtc sequenced) and freshens rows stale since #2/#3 closed and the upstreamings merged.

Records the operator ruling (2026-08-10, #14): jco support/coverage is
retained in polymorph-webcrypto only; every other repo's jco legs come
out once its deltic coverage twin exists, on operator signal. New
"Cutover state" section carries the per-repo table: tls removed (their
#40, kept by operator call), iroh prepared as draft (their #39),
websocket queued behind their #41, webrtc blocked on a page-context
runner, test keeps the compat surface webcrypto pins.

Also freshens stale rows: the in-repo references are upstreamed (the
#14 residue is their disposition, not the porting), ports/webcrypto is
full-surface (#3 closed), and the deferred list drops closed #2/#3.
