consumers.md: pin state after the v0.2.0 family upgrade - #159

The pre-58b2404-era note was stale before it landed: the family had already migrated to JSR consumption (polymorph-test#100 et al.), and today's upgrade moved every repo to 0.2.0 — exact pins in tooling, ^0.2.0 ranges in the published host modules, all five family packages published. Records the module-identity convention as #108's family-side resolution (remaining #108 scope: the wosh raw-URL pattern).

Docs-only. The pin-currency note written during the #14 closeout was stale before it landed — the family had already migrated to JSR (polymorph-test#100 arc), and today's coordinated upgrade moved everything to 0.2.0: exact
@deltic/*@0.2.0pins in repo tooling,^0.2.0ranges in the published host modules,@polymorph/{websocket,webcrypto,webrtc-datachannels,iroh}all published at 0.2.0 (@polymorph/teststays 0.1.1, engine-injected by design). Also records the per-repo module-identity gating as #108's family-side resolution; #108's residue is wosh-side.
