The Rust implementation under crates/ moves from AGPL-3.0-or-later to Apache-2.0, matching the Lean proofs under proofs/ which were already Apache-2.0. All 25 .rs SPDX headers, the workspace manifest, LICENSE, COPYRIGHT, and the README licensing section are updated together. Version bumps to 0.4.0 for the crates.io release under the new license.
