ansible: update gn on RHEL 8 ppc64le and s390x - #4473

Roll forward gn commit sha. Switch to clang for building gn and only build what we need (the `gn` binary and tests) to avoid requiring `cipd`. Signed-off-by: Richard Lau <richard.lau@ibm.com>

Draft for now. Ansible playbook deploys to the one host I have tested on (test-ibm-rhel8-s390x-4) without errors. Need to run a test V8 CI build with the updated gn. |
