fix: single-select Table radio header should be fully hidden, not just 0 opacity

Previous Behavior

This is the same problem as #35103, but for Table: the radio control in the header row was not visually rendered, but was still in the accessibility tree.

New Behavior

An invisible header radio is not rendered to the DOM (styles on the TableSelectionCell still give it the right width).
