handbook-v2/Basics.md: stray</a>in the preambleThe

Removed the orphan tag.declaration-files/Publishing.md: unmatched quote in a code span"./index.v3.d.tsopened a double quote that was never closed. Now"./index.v3.d.ts", matching the"package-name"example in the same sentence. The same file also had two consecutive blank lines before## Dependencies; collapsed to one, which is what prettier emits for markdown.An earlier revision of this PR also fixed a double-encoded marketplace link in
Nightly Builds.md; #3648 has since replaced that link, so that change was dropped.Validation
