[bazel] Fix shared files_repo package - #20

This was renamed from `build_bazel` to `files_bazel` in the renames, but not in the srcs, leading to build errors. Fix this error to allow the release flow to continue working properly. Signed-off-by: Alex Jones <alex.jones@lowrisc.org>
