Admin CI: finish Feature Stacks and opt-in PR environments

Summary

• Fix Feature Stack auto-routing so incompatible selected source/target pairs are skipped while every compatible pair still queues.
• Add exact PR status filters, fixed-height scroll regions, live stack progress/ETA, stable Admin subroutes, collapsible CI sections, and current single-Lopu compute grouping.
• Add admin-only independent Develop and Production/Main PR preview policies with exact-SHA Vercel builds, explicit production acknowledgement, signed webhook refresh, and marker-scoped cleanup.
• Keep preview credentials server-only and disable custom-domain assignment for production-environment previews.
