This KEP adds a Status subresource to ResourceSlice enabling visibility into device availability without cross-namespace ResourceClaim enumeration.

• Cross-slice pool validation
• Enhanced kubectl describe output

Target: Alpha v1.36, Beta v1.37, GA v1.39
