V2Ray on IBM Cloud Foundry

Deploy V2Ray VMess server with WebSocket on IBM Cloud Foundry.

The default REGION is US South (Dallas, USA). The parameter needs to be added in other REGIONs, such as "au" in AP South (Sydney, Australia), and so on.
