Adds a repository-wide CODEOWNERS rule so changes in jmlrt/toolbox are covered by @jmlrt. This enables GitHub to automatically request review from @jmlrt for pull requests touching any path in the repository.

  • CODEOWNERS
    • Added .github/CODEOWNERS, a GitHub-supported location for repository ownership rules.
    • Declared a single global owner rule for all files.
* @jmlrt
