Replaced os.path usages with pathlib.Path in app/routes/static.py, tests/direnv.py, and tests/integration/javascript_build.py. Leveraged Python 3.12+ Path.walk() as the project requires Python 3.14+. Verified with custom test scripts.

- Refactored `app/routes/static.py` to use `pathlib.Path` for file existence checks and filename extraction.
- Refactored `tests/direnv.py` to use `Path.stat().st_mtime`.
- Refactored `tests/integration/javascript_build.py` to use `Path.walk()` (available in Python 3.12+) and `pathlib` for file modification time retrieval.
- Ensured compatibility with `gitignore_parser` by casting paths to string.
- Verified changes with reproduction scripts and syntax checks.
