Code Review

This pull request updates the project version to v0.22.0 in librarian.yaml, adds a copyright header to GrafeasGrpc.java, and removes a blank line between the license header and the generated compiler comments across numerous auto-generated Java files in the io.grafeas.v1 package. The missing line after header in grafeas was caused by googleapis/librarian#6481

We will investigate the reason and reformat the file in the next version of librarian.
