Add scalar kernels for f32 -> bf16 conversion, following the existing f32 -> f16 pattern.
I've validated that CMake build succeeds and all tests pass, excluding tests which fail on the parent commit (f32-vgelu-test + subgraph-fp16-test) including the new kernel-level tests for conversion in both directions.
