Proxy environments lose token generation

Upgrading actions/create-github-app-token to v3.0.0 changes proxy behavior, but these steps do not set NODE_USE_ENV_PROXY=1. In environments that rely on HTTP_PROXY/HTTPS_PROXY (common on restricted or self-hosted networks), create-github-app-token can fail, preventing downstream checkout, gh, and sync steps from running.
