- Bash syntax does not work on Windows - Perl is not installed on runner by default -> Skip md_eval tests for now
- flake8 is run in install job, we do not need to run it in every test configuration

The added options enable compiling MeetEval on Windows.
The compilers on Windows and Linux are not compatible, so we have to switch compiler options.
