Description
.NET 10 versions of various templating packages shipped targeting only .NET 8.0 (Minimum supported version) and .NET Standard. This started causing failures in code flow PRs. While this was fixed to unblock servicing releases, the current build no longer supports the Minimum TFM (currently net8.0). This fixes the packages to have all the required TFMs.

Manually verified that the TFMs are now what we expect.
