docs: add AI Governance Audit Logs API

Description

Adds public documentation for the Docker AI Governance Audit Logs API introduced by docker/data-platform#1418.

• Adds an OpenAPI 3.0 reference for GET /v2/auditlogs/governance/{org_name}
• Adds a task-focused guide alongside the existing AI Governance audit-log documentation
• Documents raw Organization Access Token authentication, supported filters, cursor pagination, response fields, errors, and request limits
• Links the guide to the existing audit record reference instead of duplicating the event-schema documentation

Release dependency

This PR is a draft because the endpoint is routed only in staging. Keep it unmerged until:

• The implementation PR is approved and deployed
• The production api.docker.com route and Envoy policy are configured
• The OAT View audit logs permission is available in Docker Home
• The production rate limits are confirmed

Validation

• rumdl fmt and rumdl check: passed

• OpenAPI YAML parsing and endpoint-structure check: passed
• git diff --check: passed

The local Docker daemon was unavailable, so the full Hugo render and link check are left to PR CI and the deploy preview.
