Introduce a configurable Project Add-Ons mechanism to replace hardcoded defaults (like the GatewayClass). This allows operators to define environment-specific defaults (e.g., network policies, quotas, gateway classes) via reusable add-on profiles, while keeping the base project bootstrap minimal and portable.
