What this PR does:
Adds the partition group creation time to the
partitionVisitMarkerto check if the visit marker is outdated (e.g. was created before a new version of the partition group was created). This change also adds the additional check to delete the visit marker in the cleaner run if the marker is outdated.Which issue(s) this PR fixes:
