chore(scanner): remove the OpenCV Gradle module, its Java sources and plugin - #1606

Node.js 20 is deprecated. The following actions target Node.js 20 but are being forced to run on Node.js 24: actions/cache@v4, actions/checkout@v4, actions/setup-java@v3, gradle/actions/wrapper-validation@v4. setup-java v3 is deprecated and will no longer receive updates. Please migrate to actions/setup-java@v5.
