feat: Clean up dacy

Starting to get the repo ready for some refactors!

• dropped support for 3.9
• changed type checker to ty
• removed cruft templates
• moved ci over to use uv

Needs to do:

• update ruff
• fix broken tests - download to a cache and then load from cache using spacy.load instead of install as a package.
• update changelog
• confirm that the release workflow works as intended
• fix the docs - either as use to move it over to zensical to standardize across projects
