New shape for class ExperimentPrimaryDependencies.
No longer require packages to be known for the environment being built. This is because we only utilize PBEST and the environment it currently has, so it can always be trusted and known.

Fully trust PBest library registry, and build environments whenever required for it. Also make recording of an environments package list optional.
