fix: make crawlee[all] installable with pip < 26

pip install 'crawlee[all]', the command from the Quick start, fails on pip < 26:

ERROR: No matching distribution found for opentelemetry-distro>=0.54; extra == "otel"

opentelemetry-distro, opentelemetry-instrumentation and opentelemetry-semantic-conventions have only ever published beta releases (0.54b0 to 0.66b0), and >=0.54 matches none of them. pip 26 and uv fall back to a pre-release when a package has nothing else. Older pip only does that when the specifier names a pre-release. The lower bounds are now >=0.54b0. The locked versions stay the same.

Package check installs with uv, so it never hit this. It gets a new step that resolves the built wheel's [all] extra with pip < 26. Without the fix, the step fails with the error above.
