AArch64 streaming-mode and ZA policies apply to generated functions. Express them with the
aarch64_pstate_smandaarch64_pstate_zaPrimFunc attributes instead of statement pragmas.Apply the attributes to native functions and outlined packed compute functions while retaining the packed wrapper ABI. Translate the ZA new/shared policy names for LLVM 19 and newer, preserving the legacy private interface for the preserved policy.
