Represent minimum blocks per SM, maximum blocks per cluster, per-thread register limits, and required block/cluster dimensions as CUDA-owned leaf declarations. Preserve the declarations through lowering and collect their settings during body generation before emitting matching forward and definition signatures.
Recognize required block dimensions directly when collecting host launch metadata.
