Fix/rule and selector cache not used

now rule and selector cache not used, what the pr does is that rule and selector logic don't process default match if rule and selector data exist.
Make sure that:

• You submit test cases (unit or integration tests) that back your changes.
• Your local test passed ./mvnw clean install -Dmaven.javadoc.skip=true.
