Core specification 3.6.5 (Export-Package) defines the bundle-symbolic-name and bundle-version of a fragment's export as the ones of the host. Requirements that filter on these attributes (as generated by bnd for the SWT fragments) did not match, because the resolve context sees the capability as declared by the fragment. Ask the resolve context without these filter terms as well, report the host identity on hosted capabilities and drop candidates that do not match the original filter once fragments are merged into their hosts.
