I remember that changelog are supposed to be updated by release managers, so this should be removed.

Allow configuring separate topics for DagRun and TaskInstance events in the KafkaEventProducerPlugin
Allow the event producer to produce task instance and dagrun events to different topics, and make the event producer extensible for other types of event in the future.
