….9.0-dev2 The repository's releases are immutable: nothing can be attached once a release is published. The release action uploads before publishing for a normal release but publishes a pre-release first, so v0.9.0-dev was published with no files. The release is now created as a draft, the JAR and the .vsix are attached, and a final step publishes it. A deleted immutable release's tag name cannot be used again, so the test build becomes 0.9.0-dev2 (build.gradle and the extension's files, via syncExtensionVersion). doc/DEVELOPMENT.md's Releasing section says so, and the changelog records the fix.
