Empty policy_exclusions serialize as []. Snippet paths/file_path results declare ranges. Every tool outputSchema includes the shared preparing envelope. Regenerated plugin catalog. No version bump. Closes #1995
Canonical start/status/advance/resume entrypoint wrapping the existing driver receipt and freeze-barrier. Operators no longer assemble receipt JSON by hand. No version bump. Closes #1992
