feat: Improvements to start jobs

• Allow to auto-complete launcher ids when submitting a job
• Adopted to new backend api (submission_id, overwriting command and args)
• additional arguments to the job start command are passed to the job
• Allow to set a RENKU_CLI_PROJECT_CONTEXT (or corresponding option) to have commands work inside a specific project. This is used to select only launchers from that project if specified
• Fixes some minor issues like the version command calling a non-existing api
