SONARJAVA-6246 Update Develocity URL

• Due to change migration to sonar public runners (BUILD-10889: Migrate GitHub Actions workflows to sonar-*-public runners #5547) we need to update develocity url.
• Tested: inspected https://github.com/SonarSource/sonar-java/actions/runs/24241237463/job/70776118301 (logs on the build step) for develocity stack traces.

Summary

Updates Develocity URL from develocity-public.sonar.build to develocity.sonar.build in two places: the GitHub Actions workflow environment variable and the Maven Develocity configuration. This is part of the migration to public runners (see #5547) and ensures the build system points to the correct Develocity instance for build caching and analytics.

What reviewers should know

Files changed: Two location updates required for consistency:

• .github/workflows/build.yml: Environment variable DEVELOCITY_URL
• .mvn/develocity.xml: Maven Develocity server URL

What to verify:

• Both URLs now point to the same endpoint (no typos between the two files)
• The new URL is accessible from the public runners
• No other workflow files or Maven configs reference the old URL

Testing: Author inspected the build logs from a recent run to confirm Develocity integration works correctly with the new URL.
