Align Help Developers reference and Home display support

Help’s Developers reference had silent copy failures, base-sensitive section links and duplicated contract values; its publish example also counted characters instead of UTF-8 bytes. This prepares Help 1.4.10 with announced copy results, canonical in-panel section navigation, source-bound examples and limits, English/LTR reference layout and Home clay support.

Reply follows still depend on the host advertising all four notification producer actions. This change preserves that capability gate and does not implement Home’s separate producer API work.

Validation:

• 147 tests across 15 files pass, including executable publish-example comparison against the actual publisher with non-ASCII metadata.
• TypeScript and production build pass.
• Desktop Home acceptance passes all 24 appearance cells, responsive section scrolling, copy success/unavailability, clay and English/LTR reference under an Arabic shell. A separate visible-toolbar check passes Home Back/Forward between Feedback and Developers.
• Exact-head CI and CodeQL pass.
• Physical Android acceptance (WTATTRW2, Android 13, compat Home 2.1.0-beta.1/code 43) passes at this head: 24 appearance cells across Developers and Feedback, TOC section visibility/focus with scrolling confined to Help's workspace and the Home document unscrolled, copy success and unavailable feedback, in-frame and Home toolbar Back/Forward, English/LTR reference under an Arabic shell, and pinned main-bundle identity. Physical screenshots inspected; phone preferences, tabs and routes restored.

No pending Dependabot PRs were open before implementation. QDN publication remains separate from this PR.
