The PolicyEngineShell wrap added in the previous PR already renders the PolicyEngine site header. The in-page PolicyEngineHeader stacked a second copy on top. Remove the duplicate render and delete the now unused component. Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>

The previous PR wrapped the layout with
<PolicyEngineShell>, which renders the PolicyEngine site header. The in-page<PolicyEngineHeader />then stacked a second nav bar on top. Drop the duplicate render and delete the unused component file.
