Update Mayara plugin metadata to v0.1.3 (beta) - #1402

Pulls the v0.1.2 beta build metadata for msvc, darwin universal, debian x86_64/arm64/armhf (12/13/22.04/24.04), and flatpak (x86_64/aarch64) -- armhf is new since the 0.1.0.0 submission. The fedora build is still excluded: its <target>/<build-target> values (fedora-x86_64/fedora) aren't in ocpn-plugin.xsd's enum at all, so Fedora isn't a supported catalog target regardless of the build's own metadata being correct now. https://github.com/opencpn-radar-pi/mayara_pi/releases/tag/v0.1.2

Updates the Mayara plugin's beta metadata from 0.1.0.0 to 0.1.2.0.
New since the original submission (#1401): armhf builds for Debian 12/13 and Ubuntu 22.04/24.04 and a fix for radar overlay on macOS.
The Fedora build is still excluded --
